Renewable energy in Ukraine

Why Ukraine?

Because offers the highest feed in tariff system in Europe and are payed in EUR and are active until 2030. Since 2015,  353 MW of renewable energy projects have been realized and have been invested 345 Millions EUR. In last 3 years have been developed and adopted a number of important legislative initiatives that provide favorable conditions for investing in renewable energy. And for the last 3 years 800 millions EUR have been invested in “green” projects.

Legislative initiatives

Ukraine has significant potential to develop renewable energy sphere. It as a goal to achieve 11% of renewable energy share in gross final energy consumption till 2020 in accordance with National Renewable Energy Action Plan till 2020. It requires investments in the amount of more than 12 billion EUR.

On August 18, 2017 the government adopted Ukraine’s Energy Strategy till 2035. It is expected that Ukraine will reach 25% of renewable in primary energy supply till 2035.

On October 5, 2017 the President of Ukraine Petro Poroshenko submitted tot the Ukranian Parliament the draft Law “On Accession of Ukraine to the Statute of the International Renewable Energy Agency (IRENA)”, which has been developed by SAEE (Head of State Agency on Energy Efficiency and Energy Saving of Ukraine). The aim of IRENA is to accelerate the transaction of countries to sustainable use of renewable energy sources. This is a unique opportunity to attract the best world experience, technologies and investments in “clean” energy projects. Ukraine’s membership in IRENA is an opportunity to apply to the Abu Dhabi Development Fund that offers long-term preferential loans at 1-2% for a period of 20 years.

In addition, in 2017 the Parliament has adopted the law of Ukraine “On Electricity Market” which provides the possibility of signing a Power Purchase Agreement (PPA) for the whole term of “green” tariff until 2030. Many investors and businessmen have been waiting for this law, as the extension of the PPA terms improves the conditions for issuing loans for renewable energy facilities construction, provided both by Ukranian and international banks.

As a result of the implemented legislatives, only in the 9 mounts of 2017 there have been introduced about 202 MW of new renewable power units that is almost twice as much as in the previous year.

UKRAINE IS COLLABORATING WITH THE MAIN WORLD COUNTRIES TO MAKE INVESTMENTS IN RENEWABLE ENERGY. This was underlined by the President of the Energy Efficiency Agency of Ukraine Sergii Savchuk, at the opening of the UKRANIAN RENEWABLE ENERGY RORUM on November 30, 2017 in Kyiv. “Over the past 3 years we have made significant changes in legislation, so that investors can be repaid quickly and securely with funds invested in” green projects “. Since 2014, investors have committed 800 million euros in “green energy” projects. At the same time, we continue to work on financing projects in this sector. For this purpose the Agency collaborates with the corresponding agencies all over the world, including Germany, Denmark, Finland and Canada “, – informed Savchuk. “In the near future, it is expected to establish cooperation with China and the United States.
